their fields. A computer system
along with headphones and
printing capabilities are
available to the public for free
within the Circuit Clerk’s
office. This is not a
substitute for an attorney, but
it is a useful tool in assisting
someone through legal
procedures. A link has also

When Tony Libri became Circuit
Clerk in 1996, the Sangamon
County Circuit Clerk's Office
had 65 full time employees and
11 part-time employees.
Although, the overall workload
increases every year - we now
have 57 full time employees - 8 less full time and 2 less part
time employees. (Over a 12 year period)
This office
and its employees have generated
and saved over $6 million
taxpayer dollars (Over a 12 year
period).
We have included in our website
BrowseAloud. A free
software to read our website
content to those who are
visually impaired. (2010)

Since the inception of the program -
over 7 million documents have been

Voice Response Unit that allowed
citizens to pay fines over the
telephone. This system was

starting salary for employees from
$12,000 to $18,000 - $21,000.

Instituted a
passport office to provide the
public an alternative to the U.S.
Post Office. The office has
generated almost 1/2 million dollars
in passport fees that were turned
over to the general revenue fund.

The office was
brought into compliance with ADA
regulations. Previously,
physically challenged individuals
had to wait along the wall for
someone to wait on them.
Counters have been altered and
computers are now available to
provide equal access for everyone.

Created an
outreach program that gives
informational programs to civic
groups, schools, etc. Topics
have included child support, record
expungement, landlord rights/tenant
rights, wills and other various

Sangamon County
was one of the first and remains one
of a handful of counties that are
able to automatically post child
support payments from the State
Disbursement Unit. (1999)
Instituted a
program to preserve 19th century
records. Record books dating back to
the creation of Sangamon County were
bound and protected for the first
time. This ongoing and very
expensive program has been totally
paid for with existing funds.

progressive discipline program for
problem employees. (1998)
Instituted a
quarterly evaluation program for all

Began
participation in the automated
Disposition Reporting System to the
Administrative Office of Illinois

Implemented a
training program for employees that
has improved both the quality and
quantity of completed work. (1997)
