J. Harry Happer was the 20th circuit clerk of
Sangamon County and served the second longest term in our County’s history, a
grand total of 12 years spanning from 1944 to 1956. Happer was born and raised
in Sangamon County, graduated from Springfield High School, and then advanced to
college at the University of Illinois.
Happer was a lifelong resident of Sangamon County,
living in Pleasant Plains, Illinois. He was married and had one daughter. His
family attended the Farmingdale Presbyterian Church. In Pleasant Plains and
Farmingdale, Happer was an involved citizen, serving as chairman of the Board of
County Supervisors and Supervisor from the Gardener Township.
Happer was a devoted Republican and popular among his
party. When appointed Chairman of the Board of County Supervisors, he and his
Vice Chairman were voted in unanimously.
